COBB COUNTY ADULT DETENTION CENTER
Marietta, Georgia

Facilty Group (TFG) has enjoyed a relationship with Cobb County, Georgia since the early 1990’s. Our goal was to be the justice partner that Cobb County could turn to every step of the way. We are the firm that Cobb County has been able to trust with the responsibility of planning, designing, and constructing facilities to keep Cobb County safe. From the first phase of the Adult Detention Center Expansion, Facilty Group has worked with the Cobb County Sheriff’s Office to ensure that all projects were delivered on time, within budget, and met all client expectations.

For the first phase of expansion of the Cobb County ADC, Facilty Group provided program management services for the 1,086-bed expansion and support service upgrades to ADC. We assisted in soliciting and selecting a design firm, provided budget, schedule, quality control, and furnished on-site staffing throughout construction.

Facilty Group completed the Jail and Criminal Justice Master Plan in 1999 and updated the Plan in 2006. Stemming from recommendations posed in the 1999 Master Plan, Facilty Group provided planning, design, and construction services for a Work Release facility set forth in the Master Plan.

Cobb County retained Facilty Group to provide architectural and engineering services for its $90 million ADC expansion project, which broke ground in 2007. This includes the construction of a new kitchen, laundry, warehouse, intake / release, administration, video visitation center, and 1,536 new housing beds. All 768 cells are designed for 2-inmates. Each floor is being designed so that the Sheriff’s office can operate the housing units as either a direct or indirect supervision. A four-story inmate housing tower adds over 1,100 new beds, while a 20-bed “Super Max” high security tower is also included. When completed, the County will have a rated capacity over 4,000 beds.

CHEROKEE COUNTY PUBLIC SAFETY FACILITY
Canton, Georgia

Facilty Group provided comprehensive program management, design, and construction management services to construct a new Public Safety Facility (PSF) in Canton, Georgia. During Phase I, our justice planners completed a detailed analysis of the criminal justice system needs of the county. This analysis included the development of inmate population projections, staffing and management requirements, facility space needs, and construction options and budgets.

Based on recommendations of the evaluation, Cherokee County approved the construction of a new PSF to include 512 additional jail beds, as well as space for a new Sheriff’s Office, Fire/EMA headquarters, and Emergency Government Center. Although the size of the new building is approximately 225,000 square-feet, the infrastructure has been design to accommodate another tower, bringing the jail’s ultimate capacity to 1,024 beds.

The jail portion includes 128 pre-cast concrete cell units, new intake/booking, kitchen, laundry, medical facilities, and jail administration. The PSF portion contains an employee development area to accommodate the staff training needs of all Sheriff and Fire/EMA staff.

The new Public Safety Facility not only meets and surpasses State standards, it is also provides an optimum level of safety and protection for staff through their supervision of the inmate population. Construction was within budget and delivered in 26 months. The facility opened in December 2002.

Facilty Group is current updating the Phase I study to determine the number of additional beds and infrastructure that will be needed in the near future.

CLAYTON COUNTY’S NEW POLICE HEADQUARTERS & E911 FACILITY
Jonesboro, Georgia

Facilty Group is currently providing CM At-Risk services for the construction of Clayton County’s new Police Headquarters and Emergency 911 Facility. The new 91,000 SF facility will replace the overcrowded and outdated existing Policy Headquarters and E911 facility already in use by Clayton County. The new facility will be located adjacent to the existing headquarters.

The project is being constructed under the CM At-Risk delivery method with a Guaranteed Maximum Price for all construction, site development and FF&E. The new facility is scheduled for completion by May 2003.

FULTON COUNTY JAIL
Atlanta, Georgia

Facilty Group completed a comprehensive Needs Assessment and Master Plan Study of the Fulton County Jail. The Sheriff currently operates four facilities with a federal court ordered capacity of 2,250 beds. During 2006, the average daily inmate population was 3,089 inmates.

In order to get a better understanding of problems in the jail facilities and to project future requirements and options, Facilty Group reviewed the criminal justice system, inventoried and assessed current jail facilities, analyzed historical jail data, projected security classification levels, forecasted bed capacity requirements for the next twenty years, formulated recommendations to alleviate overcrowding, conducted a space analysis, conducted a staffing analysis, and developed facility options a preliminary cost estimates to support the options.

The recommendation of the study was to reduce the main jail’s capacity to 1,835, which would increase the number of single cells by 415 and to expand the complex by adding additional medium and minimum security towers in a phased capital improvement program. The result of this building program would eventually bring the capacity of jail complex to 5,300 beds.

FULTON COUNTY JUVENILE JUSTICE CENTER AND
DUNBAR NEIGHBORHOOD LIBRARY

Atlanta, Georgia

Facilty Group was part of the Justice Facility Constructors, LLC design/build team that provided comprehensive architectural design and project management services for the new Fulton County Juvenile Justice Center. Located in the Mechanicsville neighborhood of Atlanta, this new five-story, 190,000 square-foot facility contains eight courtrooms, administrative and programming space, and a 25-bed holding area.

The new facility consolidates all of the juvenile court’s functions from eight separate facilities located throughout the City of Atlanta into one central location, and also includes 7,500 square feet of space for the new Dunbar Neighborhood Library. The overall building footprint is approximately 43,000 square feet on a site of approximately seven (7) acres. Employee and public parking are accommodated at existing neighborhood surface lots, however new library parking is located onsite and a secure lot is provided for judges and other senior staff.

A primary concern of Fulton County in the implementation of this project was maintaining positive relations with the Mechanicsville community for the duration of the program. As the new facility will be a keystone in the Mechanicsville community’s redevelopment efforts, the need to implement “good neighbor” design and construction policies was paramount to the success of the project.

In response to these concerns, the design / build team established early in the project a program to interface with community leaders and respond to community concerns throughout the project. The team also implemented a Community Workforce Employment Program to provide construction training and contractor opportunities for residents of the county.

The total project, including design and construction, and other fees, cost approximately $33.3 million. The facility was completed in 26 months and opened in January 2003.

KANKAKEE COUNTY JAIL
Kankakee, Illinois

Facilty Group provided total ONEsource services, including planning, design, engineering, program management, and construction management services for the county’s new $19.5 million jail complex. Facilty Group also completed a needs assessment and master plan for the project, including population projections, pre-design program, conceptual site plans, and preliminary cost estimate. The firm also developed a preliminary staffing plan and an estimate of anticipated operational costs.

Based on the recommendations of the needs assessment, Kankakee County selected Facilty Group through a competitive process to design and construct the new jail facility. Located on a 20-acre site adjacent to the county airport, the new 100,000 GSF Kankakee County Jail will be a full-service jail, which will confine both pre-trial and sentenced inmates. The facility was designed as a direct supervision, campus-style building containing single-level construction for most building components, except inmate housing which is two stories, including a mezzanine.

The initial phase, providing 300 beds, was completed in January 2005. Master planned with the capacity to add 800 beds, Facilty Group recently designed and constructed Phase II ($14 million), which added 144 more beds to the facility.

PAULDING COUNTY COURTHOUSE AND ADMINISTRATION BUILDING
Dallas, GA

Facilty Group completed a comprehensive needs assessment and master plan of all Paulding County departments in 2007, including the Administration Departments (Human Resources, Commissioners, Administration, Finance, Community Development, Tax Commissioner, Public Works, Information Technology, Tax Assessor, Transportation, Environmental Health, and Voter Registration) and Justice Departments (Superior Court, Juvenile Court, Magistrate Court, Probate Court, Sheriff’s Office / Court Security, Superior Clerk, District Attorney, and Public Defender. The Study included projecting future staff needs, evaluate current operations and physical conditions, determining future space needs, determining departments that could be remodeled or relocated to new space, evaluate potential sites for new construction, developing options for new construction, renovation, or remodeling, and developing construction cost estimates for each option. Various sites in and around downtown Dallas were evaluated for suitability to support a new Government complex.

The County awarded Facilty Group a total turn-key project to provide design, engineering, program management, and construction management to a new $65 million government complex that is being located on 62 acres near downtown. The project includes a new four-story 170,000 SF Courthouse, and new 70,000 SF Administration Building, and 600 car surface parking. This option provides for adequate surface parking and permits the County to relocate the County Jail, Public Works, and Transportation Department to the site in the future.

MUSCOGEE YOUTH DEVELOPMENT CAMPUS
Muscogee County, Georgia

The Georgia Department of Juvenile Justice (GDJJ) and the Georgia State Financing and Investment Commission (GSFIC) Facilty Group to design and construct the new Muscogee Youth Development Campus, the department’s first Design-Build project. The campus is comprised of an 80-bed Regional Youth Detention Center (RYDC) and a 70-bed Youth Development Campus (YDC) on the same 23-acre site. The RYDC is a maximum-security facility for pre-trial youth offenders, and the YDC is a medium-security facility comprised of six stand-alone, single-story cottages where post-trial youth offenders are educated and counseled for recidivism.

Whereas other YDC and RYDC campuses throughout the state appear very institutional, the Muscogee campus was planned and designed with a more collegiate ambience, with plazas and outdoor spaces for socializing. The exterior and interior architectural character is more residential, to reflect a home-like environment. Many of the trees on the heavily wooded site were preserved and incorporated into the landscaping. The sloping topography also allowed the buildings to be staggered on the site, which enhances the communal character of the campus.

OKLAHOMA COUNTY JAIL NEEDS ASSESSMENT
Oklahoma City, OK

Facilty Group, in association with Architectural Design Group, completed a detailed needs assessment of the Oklahoma County Jail in 2005. Facilty Group recently updated the 2005 assessment. Both studies addressed historical and projected County population growth, growth in the number of jail admissions, the average daily population, average length of stay at the jail; and the impact the criminal court system has had on the jail facility since 1995. The studies also examined the space in the jail used by the Detention Bureau and space used by the other Sheriff Divisions to determine the future space needs.

The 2005 Needs Assessment recommended an 85 percent facility occupancy rate and estimated that Oklahoma County will need a total of 3,555 jail beds in five years (by 2010) to support an ADP of 3,022 inmates; and 3,956 jail beds in ten years (by 2015) to support an ADP of 3,363 inmates. The recommended facility expansion plan included construction of a new jail expansion facility on the same site, adjacent and connected to the existing facility, construction of a new Law Enforcement Center on the same site for the Sheriff's law enforcement operations and administration, relocation of all law enforcement operations out of the existing facility, allowing these areas to be renovated for detention purposes, and renovation of other areas in the existing facility for continued or additional detention support space.

TARRANT COUNTY FAMILY LAW CENTER
Fort Worth, TX

Facilty Group served as the associate architect for the Tarrant County Family Law Center. Facilty Group’s staff provided the pre-architectural program, developed the FF&E requirements for the project, and worked closely with lead architect on the design of the 20 courtrooms.

The new 265,000-SF, five-story building encompasses two city blocks and includes a 700-car, seven-level parking deck. It is located adjacent to the historic courthouse, a finely detailed, granite Renaissance Revival courthouse built in 1895. The massing and exterior design for the facility is purposefully sympathetic to the scale, language and character of the Old Courthouse.

The design for the court floors is bilaterally symmetrical about a centered two-story main lobby, with secondary court lobbies to the north and south. The courtrooms are arranged in pairs at either side of the lobby sequence, with the associated judicial chambers, offices, and secure circulation corridors. The design also incorporates natural light in the main public spaces and courtrooms in an effort to mitigate and provide relief from the intense and personal nature of Family court proceedings. Natural light is introduced into the public spaces along the exterior and into the Main Lobby through an atrium skylight, and into the senior District Courtrooms that are positioned along the north and south exterior walls.

CHATHAM COUNTY ADULT DETENTION CENTER
Savannah, GA

Facilty Group performed a comprehensive Needs Assessment and Master Plan of the Chatham County Adult Detention Center (CCADC) in 2007. Completed in 1992, the CCADC had operated beyond its rated capacity for more than 10 years, and had reached a point where an expansion was required to meet current and future operational and inmate housing needs.

The project staff recommends that Chatham County add 1,536 beds over the next twenty years to meet the growth and bed classification needs of the CCADC. Beds include a combination of medium-security (2-person cells and 4 person cells) to make up the current deficiency of these beds in the existing facility.

It was recommended that beds be added in two phases - Phase I includes adding 768 medium-security beds (384 2-person cells) and a new intake, release and transfer area, a new warehouse, a new visitor center, renovation and expansion of the medical infirmary and medical clinic, new Courtrooms, a new plating kitchen, new laundry and expansion and renovation of the kitchen. Phase I will bring the bed capacity to 1,992 beds. Phase II includes adding an additional 768 medium security beds that will bring the bed count to 2,760 inmate beds.

The team of Facilty Group, Rosser International, and the Polote Corporation are currently providing architecture and engineering services for a $110 million, Phase I expansion of the CCADC.

BIBB COUNTY ADULT DETENTION AND LAW ENFORCEMENT CENTER
Macon, GA

Facilty Group (TFG) and its local partner, Dunwody Beeland Architects (DBA) completed a needs assessment and master plan study Bibb County Jail’s long-range needs and develop options for expansion, renovation and remodeling of the existing facility. The needs assessment reviewed trends affecting the County’s need for jail beds, inmate population trends, and developed inmate Population Projections. A detailed space analysis was completed and various options were developed. As a result, the Board of Commissioners approved a multi-phased expansion plan proposed by the study.

TFG/DBA then provided total turn-key services that included design, engineering, program management, and construction management for the project that included a new 192-bed minimum security Detention Center and warehouse to confine inmates who work either within the Jail, with the County’s outside work detail, or at regular day jobs. The 29,500-SF Detention Center is a pre-engineered structural steel frame with metal siding, and an insulated metal roof. The building will contain four, 48-bed housing units and has a construction cost of $5 million.

TFG/DBA also delivered a $25 million addition to the existing jail that provided 264 beds of medium-security inmate housing on two levels. The steel cell modular housing units is adjacent to all new support functions, including intake/booking, kitchen, laundry, medical and visitation services to replace the undersized functions in the existing jail. The program also included renovation of the vacated spaces to be used for additional administrative functions, staff services, inmate program, and storage is also planned.

PICKENS COUNTY JAIL AND LAW ENFORCEMENT CENTER
Jasper, GA

Facilty Group served as the Design-Builder for the new Pickens County Law Enforcement and Adult Detention Center. The facility replaces the existing 22-year-old jail on the same site. The new 45,000-SF structure was constructed behind the existing jail. Upon completion, staff and inmates were moved into the new building, and the existing structure was demolished in its entirety (as directed by the County) as the site for public and staff parking.

The new facility was designed with a rated capacity of 145 beds (Phase I), with all support infrastructure (i.e., kitchen, laundry, medical, booking/intake, property storage, administrative office, etc.) planned to support up to 500 inmates in future housing pod additions.

To optimize the County’s available funds for the project and expedite its delivery, the building is a pre-engineered steel structure with insulated exterior wall panels and brick accents, a standing-seam metal roof with skylights over the inmate housing pods, and inmate cells constructed of pre-engineered, concrete-filled steel panels.

With Facilty Group serving as the single-source Design-Builder, the project was delivered within 18 months under a “fast track” delivery schedule for a not-to-exceed Guaranteed Maximum Price.

ESCAMBIA COUNTY WORK-RELEASE CENTER
Pensacola, FL

Facilty Group provided design, engineering and construction management services for a new 288-bed, minimum security, work-release center. The 30,000-SF facility was constructed using a pre-engineered structural steel frame with metal exterior cladding and an insulated standing-seam metal roof.

Inmates are housed in six 50-bed (double-bunked) dormitories, including a dedicated women’s dorm. Each dormitory contains a dayroom area for dining, as well as its own lavatory with toilets, sinks and showers. An administrative area is located off the main (public) entrance, with a processing area, security office and warming kitchen located off the rear of the building. Separate parking areas are provided for staff and visitors of the inmates.

The project was delivered using a single-source, design/build approach for a guaranteed maximum price (GMP) of $3 million. By “fast-tracking” the project schedule, the building was delivered in approximately 12 months.

MONTGOMERY COUNTY DETENTION FACILITY
Montgomery, AL

Facilty Group’s architectural and engineering services division, Facility Design Group (FDG), in association with Goodwyn, Mills and Cawood, Inc. (GMC), completed a comprehensive 20-year needs assessment and master plan for the Montgomery County Detention Facility in 2002. Based on this analysis, four facility options were developed for meeting the County’s needs for future inmate beds.

The Board of County Commissioners retained the FDG/GMC team to provide full design, engineering and construction administration services for a jail expansion that will be located across the street from the existing 304-bed facility. The new annex is designed with four stories, one support floor and three housing levels above (each with a mezzanine). It will provide 696 new inmate beds, clinic/medical unit, intake and transfer/release area, jail administration, and inmate program areas. The annex will be connected to the existing jail by a pedestrian sky bridge, and bring the operating capacity to 1,000 beds. The annex is also being designed to accommodate future expansion.

The project is budgeted at $47.5 million and is scheduled to be completed in September 2008.

CITY OF OXFORD MUNICIPAL COMPLEX
Oxford, AL

Facilty Group, in association with Goodwyn Mills and Cawood, Inc. is providing architecture and engineering services for the City of Oxford’s new Municipal Complex. The 47,500-SF facility will house the city’s Police Department and Municipal Court, with areas for administration, investigations and patrol divisions, a large evidence storage area, S.W.A.T. Operations, E-911 Dispatch, a 36-bed jail, offices for the Clerk of Court, Judge and Court Officers, and a 120-seat courtroom.

The $8 million project was initiated following a planning study, the project team conducted in November 2005, which included development of a design program, concept designs, site planning, and preliminary cost estimate for a proposed new Police and Municipal Court Building.

Once the Municipal Complex is completed, the Police Department and Municipal Court will relocate from their current location in a converted school building.

SAN BENITO COUNTY JUSTICE COMPLEX
Hollister, CA

Facilty Group completed a Needs Assessment and Master Plan in 2005 for the San Benito County justice departments thast included the Sheriff’s Office, Probation Office, Juvenile Hall, and the Adult Jail. The analysis included a space analysis and 20-year projections, inmate population analysis and projections, site assessment, options to replace, expand, or renovate existing buildings, existing facilities evaluation, staffing analysis, and construction and operational cost estimates. The Study recommended and the County approved the development of a Capital Improvement Plan that includes the construction of a new Sheriff’s Office, expansion and renovation of the Adult Jail, construction of a new Probation Office, and expansion of Juvenile Hall. All facilities are to be located at the Flynn Road site. The proposed Capital Improvement Plan would involve approximately 88,000 SF of new and expanded space at an estimated cost of $20 million.

Facilty Group is currently providing pre-construction services, which includes a review of site utility surveys and topographical drawings, updating the previously developed space program, developing a pre-architectural program, developing an outline of specifications for the project, developing preliminary floor plans, façade elevations, site plan, and developing a proposed Master Project Schedule.

ALABAMA DEPARTMENT OF CORRECTIONS TEN-YEAR MASTER PLAN
Montgomery, AL

The Alabama Department of Corrections awarded the Team of Facilty Group, Goodwyn, Mills, and Cawood, and Rosser International completed an update a 10-Year Adult Corrections Master Plan that was completed in 2003. The scope of work completed in 2007 included an update regarding increased bed capabilities for the ADOC system, an evaluation of facility infrastructure to determine if each can support current and additional bed capacity, recommendation of what improvements each building needs in order to comply with building code requirements, Americans with Disabilities standards, American Correctional Association standards, and determine the cost to bring each building up to life safety codes, an evaluation of support facilities such as kitchen, laundry, health care unit, program area, storage, recreational, and warehouse area to determine if they can support current and projected bed capacities, determination of staffing levels needed to support project bed capabilities, expansion site plans, cost estimates to support recommendations, development of design parameters, construction criteria, and cost projections for a 1,600 bed correctional facility to house female offenders, and a review of current Alabama Correctional Industries operations.
